1. National military standard certification

1.1 The certification and registration of the weapons and equipment quality management system is the behavior of the government and the military, which reflects and represents the interests of the weapons and equipment customers; the certification and registration are de facto mandatory, and the certification of the weapons and equipment quality management system shows the organization's ability to undertake military tasks;

1.2 The basic conditions that should be met when applying for GJB9001B-2009 certification:

a. An organization applying for GJB9001B-2009 certification is an organization that undertakes the tasks of demonstration, development, production, and maintenance for weapons, weapon systems and military technical equipment that implement and guarantee military operations, or the complete machines, components, assemblies, and devices that go with them. and material production organizations, or organizations for testing, storage and engineering construction of weapons and equipment;

b. Establish a management system according to the GJB9001B-2009 standard before the certification audit, and run it for more than 3 months.

2. Confidentiality certification

2.1 The definition of secrecy qualification review of weapons and equipment scientific research and production units refers to the systematic, independent and objective process conducted by the national (local) secrecy committee to determine whether the units applying for the scientific research and production tasks of equipment continue to meet the "Administrative Measures for Confidentiality Qualification Review and Certification". process of inspection, qualification evaluation and documentation.

2.2 Management Organization The National Military Industry Secrecy Qualification Certification Committee is responsible for reviewing and approving the application units for first-level confidentiality qualifications; the provincial (regional, municipal) military industry secrecy qualification certification committee examines and approves the second-level and third-level confidentiality qualifications application units in the region;

2.3 An entity applying for confidentiality qualifications shall meet the following basic conditions:

a. Enterprise legal person or institution legal person registered within the territory of the People's Republic of China;

b. Undertake or plan to undertake the projects or products of scientific research and production of weapons and equipment involving secrets;

c. No foreign businessmen (including Hong Kong, Macao and Taiwan) invest or employ foreign personnel, unless the state has special regulations;

e. Personnel undertaking scientific research and production tasks of classified weapons and equipment shall have the nationality of the People's Republic of China, live in the territory of the People's Republic of China, and have no marriage relationship with overseas personnel (including Hong Kong, Macao and Taiwan);

f. It has a fixed scientific research and production and office space, and meets the relevant national security and confidentiality requirements;

g. No leaks have occurred within 1 year;

h. No illegal acquisition, possession of state secrets or other serious illegal acts.

2.4 Service content:

a. Provide training and consultation on relevant regulations and standards for Party A's personnel involved in secrets;

b. Instruct Party A to set up a confidentiality organization and clarify the responsibilities and authority of the confidential position;

c. Instruct and assist Party A in formulating the confidentiality management system;

d. Instruct Party A in the configuration and confidentiality management of communications, computers and office automation equipment;

e. Assist Party A to determine the key departments and locations for confidentiality, formulate confidentiality measures, and guide the setting and installation of confidential facilities and equipment.

f. Assist Party A to establish confidential work files;

g. Instruct Party A to fill out the "Application Form for Confidentiality Qualification for Weaponry and Equipment Scientific Research and Production Units";

h. Provide guidance, advice and assistance to the technical problems encountered by Party A in the process of confidentiality qualification certification.

3. Basic conditions for license certification

3.1 The concept of weapon equipment scientific research and production license The weapon equipment scientific research and production license means that the national defense science, technology and industry administrative department, according to the application of enterprises and institutions, authorizes them to engage in weapon equipment scientific research and production activities in the form of issuing weapons and equipment scientific research and production licenses. Qualifications for administrative action. The license for scientific research and production of weapons and equipment is a basic system in the management of scientific research and production of military products.

3.2 Governing Body

The Weapons and Equipment Research and Production License Administration Office of the National Defense Science, Technology and Industry Bureau (hereinafter referred to as the License Administration Office) is responsible for the acceptance of the first-class license (including the simultaneous application for the first-class and second-class licenses); The department is responsible for the acceptance of the second type of license.

3.3 The conditions that the applicant unit should have:

a. Legal personality;

b. The technical strength, equipment, facility conditions and economic strength that are compatible with the major (product) of the weapon and equipment scientific research and production license for which it is applied;

c. The corresponding level of weapons and equipment scientific research and production confidentiality qualification certification;

d. Sound organizational structure and sound management system;

e. Perfect quality management system;

f. Sound production safety management system and corresponding production safety conditions;

g. Those applying for the overall and systematic scientific research and production of weapons and equipment shall also have corresponding engineering organization and coordination capabilities.

3.4 Service content:

a. Provide training on regulations and standards related to license review for relevant personnel of Party A;

b. In accordance with the requirements of the "Assessment Standards and Scoring Guidelines for On-site Examination of Weapons and Equipment Scientific Research and Production Licensing", provide guidance to Party A in eleven aspects such as "organization and management";

c. Instruct and assist Party A in formulating management systems related to the examination of scientific research and production licenses for weapons and equipment;

d. To guide and assist Party A in filling out the "Application Form for the License for Scientific Research and Production of Weapons and Equipment";

e. Provide guidance, advice and assistance to Party A on the technical problems encountered in the application for the license for scientific research and production of weapons and equipment.

4. Basic conditions for directory certification

4.1 The definition of equipment manufacturing unit qualification review refers to the process of systematic, independent, objective inspection, qualification evaluation and documenting conducted by the military to determine whether the unit applying for the equipment manufacturing task continues to meet the requirements.

4.2 The application for the qualification review of the equipment manufacturing unit of the management agency shall, in principle, be handled by the military representative agency stationed in the factory in accordance with the current management system of military representatives in the factory. If there is no military representative stationed, it shall be accepted by the main procurement unit. With the approval of the military representative bureaus of the various services and arms, it will be reported to the Comprehensive Planning Department of the General Armament Department for approval, and will be organized and implemented by the military representative bureaus of the various services and arms.

4.3 The conditions that the applicant unit should have:

a. Has the ability to independently assume civil liability;

b. Have good credit and a sound quality assurance system;

c. Possess the necessary conditions and capabilities to perform the equipment procurement contract.

4.4 Service content:

a. Provide training for relevant personnel of Party A on standards, regulations and regulations such as GJB5713-2006 "Qualification Examination Requirements for Equipment Manufacturers";

b. In accordance with the requirements of the "Implementation Rules for the Qualification Review of Equipment Manufacturing Units", give guidance to Party A in seven aspects including "legal person qualification";

c. Instruct and assist Party A to formulate management systems related to the qualification examination of equipment manufacturing units;

d. Instruct and assist Party A in filling out the "Application Form for Qualification Examination of Equipment Manufacturers";

e. Provide guidance, advice and assistance to Party A in the technical problems encountered in the application for qualification examination of the equipment manufacturer. 

3. The sequence of obtaining the four qualifications

Among the four military qualifications, there is a sequence. National military standard certification and confidentiality certification are the prerequisites for obtaining license certification and directory certification. Therefore, it is recommended to start the national military standard certification and confidentiality certification at the same time in the first step, and then start the license certification and directory certification according to the needs after passing the above two certifications.
