Eight steps for enterprises to implement TS16949 certification
Step 1: Survey and Evaluation of Quality Competitiveness
Where are the customers of the enterprise, and how is the quality competitiveness; this is the first step to be done to implement ISO/TS16949, and it must be done correctly.
In the process of this step, the key is to understand the concept and principle of quality management; and to use the SWOT analysis method to evaluate the enterprise quality management system.
Step 2: Quality Gap and Reasons

Step 3: System Evaluation

Step 4: Use ISO9000 to consolidate the management system and foundation

Using the ISO9000 standard to improve the quality management system of an enterprise is actually a method of filling in the gaps to improve its own system; it is not a new system at all.
Step 5: Comprehensively improve the five professional sub-systems
ISO/TS16949 is the in-depth development of ISO9000 standard in a specific industry. Combined with the characteristics of the industry, it integrates multiple related standards and gives more new content. It mainly adds MSA (Measurement System Analysis), PPAP (Production Part Approval Procedure), SPC (Statistical Process Control), FMEA (Failure Mode and Effects Analysis), APQP&CP (Product Quality Advance Planning and Control Plan). Therefore, in the implementation, it is necessary to highlight the overall improvement of the five professional sub-systems:
1. Pre-planning and control system of product quality (described in the actual language of the enterprise);
2. Potential failure mode and consequence analysis system (described in the actual language of the enterprise);
3. Measurement system analysis and control system (describe and narrate according to the actual situation of the enterprise);
4. Statistical process control system (describe and narrate according to the actual situation of the enterprise);
5. Approval system for production parts (described in corporate language).
During this phase, the content of TS16949 is to be translated into corporate language; progressive instillation is performed. It is not the direct instillation of the standard into the enterprise, but the digestion and absorption of the enterprise and the standard by some high-quality people; the standard is all told in the language of the enterprise.
Step 6: Organize and operate according to the upgraded standardization system
Combined with the actual situation of the enterprise, organize the system operation of the whole operation mechanism; and organize the key coordination. At this stage, internal audit and management review should be turned into normalized work of the enterprise itself; therefore, the effectiveness of the work should be particularly pursued.
The objectives of ISO/TS16949 and the evaluation objects after implementation:
1. Continuous improvement in enterprises and suppliers, including quality improvement, productivity improvement, so as to reduce costs;

5. Pay attention to customer expectations. Various technical standards can only be used as the criterion for qualified and unqualified products, but not qualified products can produce benefits. Only products that fully satisfy users can be accepted by customers and create value. Therefore, the ultimate standard of quality is complete user satisfaction, and user satisfaction is the best way to achieve quality.
Step 7: Organize simulation certification according to the actual needs of customers
Crisis simulation management of actual products, transportation, services, etc., and process management according to system certification procedures. At this time, the standard provisions are described for the relevant personnel to interface with the outside world.
Step 8: Organizational External Certification
According to external requirements, organize certification and improvement; and guide enterprises how to carry out improvement innovation to realize the improvement mechanism of enterprise quality management system.
