1. Focus on the "Process Approach"

4. The construction equipment allocation plan should be implemented after being approved according to the regulations. It is emphasized that the construction enterprise should enter into a contract with the construction equipment supplier according to the law; according to the regulations, the construction equipment can be used only after it has passed the acceptance inspection, and the acceptance record of the construction equipment should be kept.


5. Carry out project bidding and signing activities in accordance with the law, and document the project contract and contract changes that occur during the construction process, and enable relevant departments and personnel to grasp the requirements of the contract and keep relevant records.


6. Monitor the performance of the contract, analyze and record the performance of the contract in a timely manner, and use it for quality improvement, such as implementing contract deviation cause analysis, deviation responsibility analysis, contract implementation trend analysis, and implementing corrective measures.


7. The construction enterprise shall bear the relevant responsibilities for the subcontracted project, and shall enter into the subcontracting contract in accordance with the provisions of the general contracting contract.


8. Before the implementation of the subcontracting project, the relevant personnel engaged in the subcontracting shall be made clear about the construction or service requirements of the subcontracting project, the construction or service plan prepared by the subcontracting party shall be reviewed and approved, and the construction or service conditions of the subcontracting party shall be carried out accordingly. Confirm and verify.


9. The "Code" emphasizes on-site management requirements for subcontractors. For example, the supervision and guidance of subcontracting management activities of the project shall comply with the provisions of the subcontracting management system and the stipulations of the subcontracting contract; the construction enterprise shall control the construction and service process of the subcontractor; evaluate the performance of the subcontractor and keep records.


10. Emphasize the management requirements for the project management department, such as supervising, guiding, inspecting and assessing the construction quality management of the project management department; monitoring the quality inspection activities of the project management department; supervising and inspecting the quality management activities of the project management department, etc. .


11. The results of project quality management planning should be documented and approved before implementation, such as project management plan, quality plan, construction organization design and other documents. The contents of planning that are easily overlooked include: analysis of factors affecting construction quality and its control measures, emergency measures for emergencies, reporting and handling of violations, information to be collected and its transmission requirements, and communication with construction stakeholders methods, other requirements for quality management of construction enterprises, etc.


12. The construction enterprise shall control the construction design activities entrusted by it. If there is such activity, the requirements of Article 10.3 of the "Code" shall not be deleted.


13. The control requirements for the quality of the construction process that are easily overlooked include: adopting new materials, new processes, new technologies, and new equipment according to relevant requirements, and carrying out corresponding planning and control; implementing unstable and insufficient construction processes and emergencies Monitoring; monitoring the construction process of subcontractors, etc.


14. The scope of service control should include project handover and protection during handover according to regulations; it is emphasized that the services of the project should be planned according to the specified responsibilities, and the implementation should be organized, such as the initiative project return visit plan, etc.; To respond to the information required, the quality of service shall be controlled, inspected and accepted in accordance with relevant regulations.


15. Testing equipment control that is easily overlooked includes: evaluating testing equipment suppliers, accepting testing equipment before use, and formulating corresponding calibration standards for testing equipment that has no national or local calibration standards.


16. Satisfaction information from the parties involved in the project construction shall be collected, and written rectification requirements shall be submitted in time for problems found in the supervision and inspection of quality management activities, and written rectification requirements shall be submitted for problems found in the audit and their causes. The records of supervision, inspection and audit shall be established and kept, and the found problems and rectification results shall be regarded as important information for the improvement of quality management.


17. Information management techniques should be used. Such as office automation system, enterprise resource planning system, customer relationship management system and project information management system, enterprise information management system, etc. Enterprises with large gaps can formulate information technology development plans and organize their implementation.


Quality management improvements shall be implemented, quality management innovations shall be encouraged, and records of quality management improvements and innovations shall be maintained (eg records of management reviews, results of corrective actions, results of preventive actions).
