The implementation of the national military standard quality system certification is mainly based on the following basis:

  1. Article 46 of the "Regulations on the Quality Management of Weapons and Equipment" stipulates that "units that have not passed the quality management system certification shall not undertake the tasks of developing, producing and maintaining weapons and equipment";

  2. Article 143 of the "Regulations on Equipment of the Chinese People's Liberation Army" stipulates that "units that fail to pass the quality system assessment cannot undertake the tasks of equipment scientific research, production and maintenance";

  3. GJB5713 "Requirements for Qualification Examination of Equipment Manufacturers" stipulates that the validity of third-party quality management system certification needs to be reviewed;

  4. Science and Technology Law [2005] No. 557 The notice of the National Defense Science and Technology Commission on the issuance of the "Rules for On-site Examination of Weapons and Equipment Research and Production Licenses" stipulates that the content to be confirmed in the qualification examination of the applicant unit includes the quality system certification.
