1. Have legal personality. Unqualified special equipment manufacturing units have the ability to independently assume civil liability.

2. Possess professional (industry) technical qualifications suitable for the tasks undertaken by the applicant.

3. Have a sound quality management system, and have a quality management level and quality assurance capability equivalent to the tasks undertaken by the applicant.

4. Have a sound financial accounting system, good capital operation status, and a capital scale suitable for the tasks applied for.

5. In the past three years, there has been no record of serious delayed delivery, no major quality problems in products and services, and no violations of discipline and law such as false cost reporting.

6. Possess the level of confidentiality qualifications equivalent to the tasks applied for.

7. Other requirements specified by the General Armaments Department.
