The leadership decision


(1) The leader of the unit shall, according to the specific situation of the unit (personnel quality, management level, hardware conditions, degree of influence of business activities, internal needs, etc.) and external requirements (national requirements, regional requirements, and requirements of higher-level departments) , requirements of relevant parties, etc.), to decide whether to implement the environmental/occupational health and safety management system standards.


(2) Through the system certification, the management work of the current organization can be standardized, the daily complicated work can be simplified in a systematic way, the repetitive work can be reduced, and the management efficiency can be improved.


(3) Leaders should decide whether to rely on their own strength to establish a management system, or hire management experts to help and guide the establishment of a management system. Sign the relevant training agreement.


2. Setting up a working group


In order to ensure the establishment of the environmental/occupational health and safety management system, it is advisable to set up a special working group (which can be linked to the safety and environmental protection department) under the leadership of the unit management. Guidance, inspections, internal audit arrangements, etc.


3. Personnel training

4. Initial status review


Investigations on the environmental/occupational health and safety aspects of the unit, including:

(2) Environmental assessment, safety assessment, health assessment, etc. made by professional institutions on the unit.


(3) The status of existing management documents (superior documents, red-headed documents of the unit, rules and regulations, operating procedures, etc.).


(4) Identify the requirements and communication channels of relevant parties.


5. System planning and design:


(1) Formulate environmental/occupational health and safety policies and goals that are suitable for the development purpose of the unit.


(2) Coverage of the management system (organizations, business activities, regional venues, etc.)


(3) Clarify the responsibilities of each department and each position.


(4) Develop a management plan for improvement.


6. Preparation of system documents:


(1) Planning of the document system architecture (sub-system or multi-level, etc.).


(2) Compilation of EHS comprehensive management manuals, procedural documents, work instruction documents, and emergency plans.


(3) Clarify the content, scope, division of labor, progress, review, approval and release of the document.


(4) Compile applicable record forms (paper, electronic, etc.) of the operating process of the system.


7. System trial operation


(1) Training and job ability assessment of the newly compiled system documents.


(2) Arrange appropriate monitoring and measurement (content, frequency, responsible person, etc.).


(3) Corrective/preventive measures, rectification and verification of non-conformity during trial operation.


(4) Emergency plan (training, drill, evaluation, improvement).


(5) Communication with related parties.


(6) Data analysis and compliance evaluation.


(7) Maintenance of system operation records (physical, paper, electronic, etc.).


8. Internal audit


(1) Preparation before the internal audit (the establishment of the audit team, the schedule, the training of abilities and skills, the preparation of the internal audit checklist, etc.).


(2) Implementation of internal audit, audit report, non-conformity report, rectification and verification.


(3) Evaluation and improvement of internal audit activities.


9. Management Review


(1) Review the suitability of the policies and objectives of the management system.

X. External Audit
